Current problems of the antitrust regulation in the insurance industry are regarded. Contradictions and conflict of interest of antitrust authorities and subjects of insurance activities are revealed on the basis of the analysis of the current legislation and existing practice. The necessity of taking into account industry characteristics in the course of formation of antitrust legislation is substantiated.

Theory and practice of strategic management requires strengthening the role of functional execution of strategy to effectively address issues of balancing long-term and short-term objectives, the successful implementation of strategy under the strategic plan, strategic alignment of functional management of a firm. Reasons for the increase in importance of functional strategies’ level reflect the formation of different kinds of rivalry capabilities of a firm. Functional efficiency of management is being measured. Strategic role of top management in the organization is about to change.

It considers the drawbacks of the method for a scalar function preferences defined in a vector space on the basis of additive form and coefficients of importance. The advantages of the approaches based on the use of utility functions, replacement rates, pairwise comparison of indicators are discussed. Proposed ways of levelling shortcomings of the method of pairwise comparisons. As an alternative approach proposed target approach to the definition of the functions of preferences on the basis of the description of the physical effects of the system's functioning and use of criteria for substitution. Target approach considered on the example of the use of the entropy measures to assess the quality of surveillance. The hypothesis about the possibilities of cataloguing the main systems and development models scalarizаtion vector preferences using a targeted approach.

An original approach of the author to the assessment of efficiency of activities of industrial organizations, based on the comparison of key performance indicators of industrial organizations with industry average indexes, is presented. Stimulation methods of the efficiency improvement are developed in the form of benefits and preferences for effective enterprises and in the form of economic coercion to improve the efficiency for unfair participants of the economic turnover.

Problems of control over subdivisions of a branch network are regarded; an algorithm of the implementation of a system of control over subdivisions is suggested, as well as implementation variations of modern methods of recording of interactions between the head office and the branch network, such as transfer pricing and costs allocation.
An algorithm of system construction of effect monitoring of subdivisions of the branch network is described; in its terms a set of key performance indicators, supplemented by the use of clustering analysis in order to reduce the number of analyzed objects and reveal general trends of the development of subdivision groups, is offered. The described algorithms and methods may be implemented in organizations with a branch network in order to improve the efficiency of subdivisions management of the branch network and sustainability of the organization.
