Abstract
The article covers development of energy performance and energy saving in Russia, relevant issues of development of energy-saving construction, as well as pilot projects of construction of energy-saving (“smart”) houses implemented with participation of State Corporation — Housing and Utility Reform Foundation. A separate emphasis is made on perspectives of development of “green” (environmentally friendly) construction, the main task of which is reduction of total influence of constriction site on environment and human health, what is reached on account of efficient consumption of energy, water and other resources, as well as reduction of waste and emissions.

The main prerequisites and principles of establishment of new mechanism of management of social-labor relations in housing and utilities on the grounds of professional standards have been disclosed. Their principle difference from existing system of management of social-labor relations based on qualification references and method of development of professional standards have been shown.

Reasons of low efficiency of institutional transformations in the field of housing and utilities are being studied; and specific features of public utility companies related to natural monopolies, as well as possible options of solving such issues are being considered; necessity of state regulation of their activity has been justified. Provisions to be taken into account at establishment of tariff policy in housing and utilities services have been shown.

Abstract
Investment attractiveness of housing and utilities sector for private operators refers to conditions of investment of communal infrastructure as principles of investment, as well as long-term rent, i.e.: on account of state and municipal assistance on non-return or beneficial terms; possibility to acquire such electricity, heat, water supply and drainage objects being constructed, that have not been included as a part of concession agreement against guarantee of investment return with regard to interest rated specified by such concession agreement, and one of tools of investment attraction thereof is application of new methods of tariff management and various models of agreements.

Abstract
Establishment of modern efficient management system of housing sector restructurisation and financing of housing fund overhauling requires integration of efforts and agreed actions of authorities, financial institutions, companies of different forms of incorporation and private persons. Data about state of housing fund have been given; increase of slum dwelling volume and number of emergency objects subject to demolition has been shown. References to regulatory documents governing performance of overhaul repair of common property in tenement buildings have been given; a method of calculating subsidy for maintenance and repair of common property of tenement house has been offered; composition, functions and targets of the main participants of financing of overhaul repair of dwelling houses have been defined.

Abstract
We provide the analysis of the practice of rehabilitative bankruptcy procedures in Russia, describe the main causes of the ineffectiveness of such procedures and propose the possible improvements concerning the institutional environment of the rehabilitation proceedings of bankruptcy and monitoring the financial condition of companies.
