Abstract

The European Commission is currently preparing to implement a new form of carbon regulation a cross-border carbon tax. As conceived by the authors, such a decision will force exporters of goods with a significant amount of greenhouse gas emissions during production to improve the environmental friendliness of production and, as a result, to reduce their carbon footprint. In addition, the carbon tax will create a competitive advantage for foreign companies with low greenhouse gas emissions. Such a policy of the European Union can seriously affect the economy of the Russian Federation and Russian companies that are export-oriented. Today, all over the world, more and more importance is attached to environmentally neutral technologies and industries. To keep up with the global trend, as well as to maintain the level of competitiveness, the Russian economy needs to adapt. The speed and efficiency of adaptation directly depend on system solutions both at the state level (development of the necessary regulatory legal acts and standards for reporting and disclosure of information) and at the level of enterprises most sensitive to carbon regulation (audit of the carbon footprint, modernization of production facilities, responsible approach to neutralization carbon footprint). The purpose of this work is to study the impact of carbon regulation mechanisms on the development of industry in the Russian Federation, in accordance with it, the following tasks are formed: to describe the mechanisms of carbon regulation, to assess the economic impact on the domestic industry, to consider world practices of confirming the carbon footprint, to identify threats to implementation of the national program “International cooperation and export” from the introduction of carbon regulation.

Abstract

The article reveals features of the ongoing transformations in the field of consulting, planning and design in the field of regional development in the face of increasing uncertainties and risks, primarily related to climate change and biodiversity loss. It shows that the very basis of such work is significantly changing, as the world-system becomes more complex, during the transition from the concept of an “empty” world to a “full” world. This change includes increasing emphasis on ensuring the resilience of human-dominated ecosystems, a change in decision-making, using behavioral a “responsible” human model that best meets the needs of inclusive sustainable development.

The authors define features of consulting, planning and design of regional development in the face of increasing uncertainties and risks, as a special type of thinking activity, in a situation of approaching radical uncertainty. The article shows the necessity of supplementing natural science approaches with the tools and practices of post-normal science and the narrative theory of beliefs, as well as the ideas of K. Friston, implemented within his dynamic causal model.

Such an approach is based on a systematic approach to decision-making in regional development and pays special attention to the adaptation of individuals and communities to high risks and uncertainties, primarily climatic and natural. It helps to better reflect the diversity of geographical conditions, to clarify the range of effective solutions for sustainable development of regions and increase the long-term resilience of business.

Abstract

The article deals with a problem of building an anti-trust compliance system in state executive authorities from the point of view of contemporary risk management. The authors expound a well-known instrument based on the bow-tie diagram construction which successfully helps to develop effective measures to prevent violation of anti-trust legislation cases by state executive authorities. They also give some numeric results of statistical modelling of anti-trust legislation violation risks by state executive authorities by means of the Monte-Carlo method.

Abstract

The purpose of this article is to identify possible approaches to the development of the “sustainability-by-design” process, which consists in synchronizing the organization's strategy with the trends of sustainable development. For this purpose, a process of “sustainability-by-design” is proposed on the basis of the “safety-by-design” process applied in practice. As a key link in the process, it is proposed to use a system of sustainability indicators, supplemented by indicators of risk and resilience. To strengthen the adaptive capacity of companies in the field of sustainable development, the process of building “sustainability-by-design” is complemented by the inclusion of democratic procedures through structured stakeholder participation. As a result, the proposed process combines a rigid structure of values and goals with a “soft setup” in the form of democratic procedures. This will allow companies not only to reduce the uncertainties inherent to the pacing problem, but also to create an environment for the promotion of the most effective alternatives to the development of companies in the field of sustainability.
