Kostroma region is one of the fast-growing regions in Russia. Industrial policy of Kostroma region is aimed at creating highly efficient industrial complex with rational constitution and structure that will be able to provide competitive products, employment of population and stable budget revenues on all levels. Unique cultural heritage of Kostroma region is an essential part of the Russian history, national spiritual values of the country. In 2013, Russia will be celebrating great anniversary, 400 years after the end of the Time of Trouble, election of the first tsar of Romanov dynasty and renewal of Russian national identity. Romanov festival is carried on in Kostroma annualy.

Main threat to the state and society’s interests is not the bankruptcy of town-forming enterprises, as often considered, but their business destruction that leads to further production and economic activities being impossible to perform, existing business unit disintegration into constituent parts or liquidation. Taking certain measures to prevent threats of business destruction or enterprise insolvency depends on the level of financial stability risk. Depending on the enterprise financial state, the article suggests various strategies for realizing business sport measures.

The article describes the mainstream of municipal economy crisis management, tactical activities in order to reconcile a disputes on the use of municipal property, arising between economic entities. The characteristics of existing municipal economy models are represented. The concrete methods of new principals of municipal property management are defined.

Syndicated loans market has significantly changed following the financial crisis in 2008-2010. However for the regional companies the syndicated loans have become an instrument for the increase in efficiency and recovery. As well Russian banks are more active on the syndicated loans market. As for the further development and pricing trends we assume that the pre-crisis amounts and structures of the syndicated loans could not return before end 2012–2013 however the pricing will remain on the current level.

The article makes an attempt to analyze proprietary rights on land, to compare legal regulations on forming a land plot and registering it in Russia. System characteristics are studied: rights on a land plot, land plot definition, possible versions of its changing in terms of owning property, cadastral registration, limitation of rights of using a land plot (servitude). Problems connected with servitudes and land plot usage modes are defined and approach to solving them is suggested.
