От управления к практическим результатам: как корпоративное управление информационными системами влияет на предоставление государственных услуг в Южной Африке

Корпоративное управление информационными системами институционально закреплено в большинстве органов государственного управления Южной Африки, однако его практическое влияние на предоставление государственных услуг изучено недостаточно. Существующие исследования в области управления информационно-коммуникационными технологиями в основном сосредоточены на системах управления, институциональных ограничениях, инфраструктуре госзакупок и деятельности руководства. В статье внимание переносится на последствия управления информационными системами для предоставления услуг. Исследование основано на качественных данных, полученных в ходе интервью с 55 государственными руководителями в сфере информационных технологий на национальном, региональном и муниципальном уровнях, и направлено на оценку влияния механизмов управления на своевременность предоставления услуг, надежность и устойчивость работы информационных систем, а также степень их интеграции в деятельность организаций. Результаты показывают, что управление информационными системами оказывает опосредованное влияние на предоставление государственных услуг, проявляющееся в несвоевременном внедрении информационных систем, преобладании процедурно-нормативного подхода и дисбалансе институциональных возможностей. В то же время эффективно действующие механизмы управления обеспечивают стабильность и согласованность предоставления государственных услуг. Статья дополняет исследования в области управления информационными системами в развивающихся странах, связывая управление информационно-коммуникационными технологиями с измеримыми результатами предоставления государственных услуг.
